Yes, it is perfectly fine as long as you announce it prior to hitting the provisional.
Total rules breach. A ball in a hazard does not have a provisional option.
As long as it is white or yellow stakes, this move is cool.
With yellow stakes, one of my options is playing from original spot, so no penalty. I am good to go!
